Power and Function of the City Council

So as to realize the powers and functions entrusted to the City Government, the City Council shall have power to promulgate proclamations on the following matters. It:

    a)  Constitutes the executive organs of the city.

    b)  Approves the budget of the City Government;

    c)  Issues the Master plan of the City;

    d)  Establishes the judicial bodies of the City and to determine, as case may be, their powers and functions, in accordance with Addis Ababa City

         Council charter;

   e)  To levies taxes and duties as well as sets service charges upon financial matters falling under the power of City Government in accordance with  

       Addis Ababa City Council’s charter; and

    f) replaces existing laws issued by the Addis Ababa City Government.
